ATSC (Advanced Television Systems Committee)

ATSC is the digital television standard primarily used in North America, South Korea, and parts of Central and South America. The original ATSC 1.0 standard, introduced in 1996, uses 8-VSB (8-level Vestigial Sideband) modulation in a 6 MHz channel, delivering up to 19.39 Mbps of payload data. ATSC supports multiple video formats including standard definition (SD), high definition (HD) up to 1080i and 720p, and multicasting of multiple program streams within a single channel.

The system employs MPEG-2 video compression for ATSC 1.0, though many broadcasters have transitioned to H.264/AVC for improved efficiency. Audio is delivered using Dolby Digital (AC-3), supporting up to 5.1 surround sound. ATSC includes the Program and System Information Protocol (PSIP) for electronic program guides and closed captioning data.

ATSC 3.0, often branded as "NextGen TV," represents a complete reimagining of the standard. Launched commercially in 2017, it uses OFDM (Orthogonal Frequency-Division Multiplexing) modulation instead of 8-VSB, dramatically improving mobile reception and enabling single frequency networks. ATSC 3.0 supports HEVC and AV1 video compression, 4K and 8K resolutions, high dynamic range (HDR), immersive audio formats including Dolby Atmos and DTS:X, and internet protocol (IP) based delivery for hybrid broadcast-broadband services.

DVB (Digital Video Broadcasting)

DVB represents a family of standards widely adopted in Europe, Africa, Asia, and Australia. The original DVB-T (Terrestrial) standard uses COFDM (Coded Orthogonal Frequency Division Multiplexing) with either 2K or 8K carriers in 6, 7, or 8 MHz channels. DVB-T supports QPSK, 16-QAM, and 64-QAM modulation schemes with various code rates, allowing broadcasters to balance between data rate and robustness.

DVB-T2, the second generation terrestrial standard, offers approximately 50% more capacity than DVB-T through advanced techniques including rotated constellations, multiple PLP (Physical Layer Pipes), and improved LDPC/BCH error correction. DVB-T2 supports up to 256-QAM modulation and can deliver multiple services with different robustness requirements in a single multiplex.

The DVB Project continues developing specifications for advanced features including DVB-I for internet delivery and DVB-MABR for multicast-ABR.

ISDB (Integrated Services Digital Broadcasting)

ISDB, primarily used in Japan, Brazil, and several Latin American and Asian countries, employs BST-OFDM (Band Segmented Transmission - Orthogonal Frequency Division Multiplexing). This unique approach divides the channel into 13 segments, allowing flexible allocation between HD, SD, and mobile services within the same transmission. A broadcaster might use 9 segments for HD, leaving 4 for mobile television, all sharing the same frequency.

ISDB-T (Terrestrial) supports hierarchical transmission with different robustness levels, making it particularly effective for mobile reception. The standard uses MPEG-2 or H.264 video compression and MPEG-2 AAC audio. ISDB-Tb (Brazilian variant) incorporates H.264 as mandatory and includes the Ginga middleware for interactive applications.

Japan has deployed ISDB-S for satellite broadcasting and developed advanced versions including ISDB-T for multimedia broadcasting (ISDB-Tmm) supporting 4K content. The segmented approach provides excellent flexibility but requires more complex receivers than single-carrier systems.

Video Compression Technologies

Video compression is essential for television broadcasting, reducing the massive data rates of uncompressed video to manageable levels suitable for transmission over limited bandwidth channels. Modern compression algorithms achieve remarkable efficiency while maintaining high visual quality.

MPEG-2

MPEG-2, standardized in 1995, was the foundation of digital television broadcasting for two decades. It uses block-based discrete cosine transform (DCT) coding with motion compensation, dividing video into macroblocks and predicting inter-frame motion. MPEG-2 supports both interlaced and progressive scanning with various profiles and levels.

For broadcasting, the Main Profile at Main Level (MP@ML) delivers SD resolution at approximately 3-6 Mbps, while Main Profile at High Level (MP@HL) supports HD at 15-25 Mbps. MPEG-2 uses I-frames (intra-coded), P-frames (predicted), and B-frames (bidirectionally predicted) in a Group of Pictures (GOP) structure, typically with GOP lengths of 12-15 frames for broadcast applications.

While largely superseded by newer codecs, MPEG-2 remains in use for legacy systems and situations where decoder complexity must be minimized. Its relatively simple algorithms enable low-cost, low-power decoders but require significantly more bandwidth than modern alternatives.

H.264/AVC (MPEG-4 Part 10)

H.264, also known as AVC (Advanced Video Coding), provides approximately twice the compression efficiency of MPEG-2, delivering the same quality at half the bitrate or significantly better quality at the same bitrate. Introduced in 2003, H.264 became the dominant codec for digital broadcasting in the 2010s.

H.264 achieves superior compression through numerous enhancements including variable block sizes (from 4x4 to 16x16), quarter-pixel motion compensation, multiple reference frames, context-adaptive binary arithmetic coding (CABAC), and in-loop deblocking filters. For broadcast applications, the Main Profile or High Profile at Level 4.0 or 4.2 is typically used, supporting HD resolutions at 8-15 Mbps.

The codec's flexibility allows broadcasters to balance quality, bitrate, and encoding complexity. Real-time encoding for live broadcasts requires powerful hardware encoders, while pre-recorded content can use multi-pass encoding for optimal quality. H.264 supports interlaced and progressive formats, various aspect ratios, and resolutions up to 4K.

HEVC/H.265

HEVC (High Efficiency Video Coding), standardized as H.265 in 2013, offers approximately 50% better compression than H.264, making it essential for 4K and 8K broadcasting. HEVC uses larger coding tree units (CTUs) up to 64x64 pixels, more sophisticated motion prediction, and improved entropy coding to achieve its efficiency gains.

For 4K UHD broadcasting, HEVC typically operates at 15-25 Mbps using the Main 10 Profile, which supports 10-bit color depth for reduced banding and better HDR performance. AV1

AV1 (AOMedia Video 1), finalized in 2018, is an open, royalty-free codec developed by the Alliance for Open Media. AV1 provides compression efficiency similar to or better than HEVC while avoiding licensing complexities. The codec is gaining adoption in ATSC 3.0 deployments and streaming applications.

AV1 employs superblocks up to 128x128 pixels, compound prediction, film grain synthesis, and constrained directional enhancement filtering. These techniques enable excellent compression but at very high computational cost. Current generation hardware support is emerging, but software decoding remains challenging on lower-power devices.

For broadcasting, AV1 offers particular advantages in 4K and HDR content delivery, where its efficiency gains are most pronounced. The codec's royalty-free status appeals to broadcasters seeking to avoid ongoing licensing costs, though encoder and decoder availability is still developing compared to established codecs.

Multiplexing and Transport Streams

Television broadcasting combines multiple program streams, audio tracks, metadata, and auxiliary data into a single multiplex for transmission. The MPEG-2 Transport Stream (TS) format serves as the container for most digital television systems.

MPEG-2 Transport Stream Structure

The MPEG-2 TS divides content into fixed-length 188-byte packets, each beginning with a sync byte (0x47). Packets contain a 4-byte header identifying the packet type through a Packet Identifier (PID), followed by 184 bytes of payload. Service Information and Metadata

Single Frequency Networks

Single Frequency Networks (SFN) allow multiple transmitters to broadcast identical content on the same frequency, dramatically improving spectrum efficiency and coverage. SFN technology is fundamental to DVB-T/T2 and ATSC 3.0, though not supported by ATSC 1.0's 8-VSB modulation.

SFN Principles and Benefits

In an SFN, synchronized transmitters emit identical signals that combine constructively at receivers. OFDM modulation enables this by using a guard interval longer than the maximum delay between signals from different transmitters. Receivers treat delayed signals as multipath, resolving them within the guard interval rather than experiencing interference.

SFN provides several advantages over Multi-Frequency Networks (MFN). Spectrum efficiency improves dramatically since the same frequency serves an entire region rather than requiring different frequencies for each transmitter. Coverage becomes more uniform with overlapping transmitter areas, eliminating weak reception zones. Portable and mobile reception improves significantly due to OFDM's multipath resistance.

The technology enables new network architectures including nationwide single-frequency broadcasting, impossible with analog or 8-VSB systems. Broadcasters can provide consistent channel numbering across regions and optimize spectrum planning for maximum efficiency.

SFN Implementation Requirements

Successful SFN operation demands precise synchronization across all transmitters. GPS-disciplined frequency references ensure carrier frequency accuracy within a few Hz. Transmission timing must be synchronized to within the guard interval, typically requiring GPS-based timing with microsecond accuracy.

Content distribution to transmitter sites uses dedicated networks ensuring identical data arrives simultaneously. This often employs MPEG-2 TS over IP with timestamps indicating exact transmission time. Each transmitter buffers content and transmits at the precise GPS-referenced moment, maintaining synchronization across the network.

Network planning must carefully consider transmitter locations, powers, and delays. The guard interval limits maximum distance between transmitters (roughly 70 km for a 224 μs guard interval in DVB-T2). Transmitter powers must be balanced to avoid one site overpowering others, causing destructive interference rather than constructive combination.

SFN Challenges and Solutions

SFN operation introduces several challenges. Self-interference occurs where signals from the same SFN arrive with delays exceeding the guard interval, causing reception failures. Network designers must carefully model propagation to identify and mitigate these zones, sometimes using lower power transmitters or directional antennas.

Pre-echo effects can occur where a weaker signal arrives before the main signal, causing interference. This typically happens near low-power transmitters located close to receivers. DVB-T2 and ATSC 3.0 offer advanced SFN capabilities including different guard intervals, PLP (Physical Layer Pipe) configurations, and distributed transmission timing. Transmitter Design and Combining

Television transmitters convert baseband signals into radio frequency emissions suitable for terrestrial broadcasting. Modern digital transmitters employ sophisticated architectures achieving high efficiency, linearity, and reliability while minimizing power consumption and cost.

Digital Transmitter Architecture

A typical digital TV transmitter begins with the exciter, which performs channel coding, modulation, and upconversion to the desired RF channel. The exciter receives MPEG-2 TS input, applies forward error correction, maps data to OFDM or 8-VSB symbols, adds guard intervals or pilot signals, and generates the complex baseband signal.

Digital-to-analog converters (DACs) create the analog I and Q signals, which are upconverted to an intermediate frequency (IF) and then to the final RF channel frequency. The signal passes through pre-correction systems that compensate for amplifier non-linearities, ensuring spectral compliance and minimizing adjacent channel interference.

The power amplifier section boosts the signal to required transmission power, ranging from tens of watts for low-power stations to tens of kilowatts for major market transmitters. Power Amplifier Technologies

Microwave STLs use point-to-point radio links in dedicated bands (typically 2, 7, 13, or 23 GHz) to transport baseband or compressed digital signals. Modern systems use IP transport of MPEG-2 TS, enabling flexible routing and redundancy.

Link design considers path clearance (Fresnel zone), rain attenuation, and fade margin. A 23 GHz link requires careful path engineering to ensure 99.99% or higher availability. Adaptive modulation adjusts data rate based on link conditions, maintaining connectivity during marginal propagation while maximizing capacity in good conditions.

Antennas are typically parabolic dishes sized for required gain and interference rejection. Larger dishes improve gain and reduce rain attenuation effects. Radomes protect antennas from weather while minimizing signal degradation. Transmit powers range from milliwatts to watts depending on distance and reliability requirements.

Fiber Optic STL

Fiber optic connections provide ideal STL performance where physical installation is feasible. Single-mode fiber offers essentially unlimited bandwidth, immunity to electromagnetic interference, and very low latency. Transport can use dedicated wavelengths on dark fiber or services from telecommunications providers.

Common transport methods include direct MPEG-2 TS over IP, ASI (Asynchronous Serial Interface) over fiber converters, or SMPTE 2022 IP video. Redundant paths using diverse routes ensure reliability exceeding microwave alternatives. Fiber allows easy expansion for additional channels or higher resolution formats without infrastructure changes.

Cost considerations include fiber installation or lease fees versus one-time microwave equipment costs. In urban areas, fiber is often economically attractive, while remote transmitter sites may favor microwave. Hybrid approaches use fiber as primary with microwave backup or vice versa.

Internet-Based Transport

Internet-based STL using public networks is emerging, enabled by improved reliability and specialized protocols. SMPTE 2022-2 provides forward error correction for IP transport, maintaining stream integrity despite packet loss. RIST (Reliable Internet Stream Transport) and SRT (Secure Reliable Transport) protocols add error correction, encryption, and bonding across multiple connections.

These systems can use standard internet connections, 4G/5G cellular, or hybrid combinations. Bonding multiple diverse paths improves reliability and bandwidth. Applications include temporary events, backup links, and remote production where traditional STL is impractical.

Latency varies significantly with internet routing but is generally acceptable for broadcasting (milliseconds to seconds). Buffering accommodates jitter and brief outages. Security considerations require encryption and authentication to prevent unauthorized access or content manipulation.

Gap Filler and Translator Systems

Gap fillers and translators extend television coverage into areas where direct reception from main transmitters is impossible or unreliable. These systems serve valleys, areas behind terrain obstructions, and regions beyond primary coverage contours.

Gap Filler Operation

Gap fillers receive, amplify, and retransmit signals on the same frequency as the source transmitter. They can operate as part of an SFN (in DVB-T/T2 or ATSC 3.0) or as isolated repeaters where the source signal doesn't reach. Critical design considerations include preventing feedback oscillation and maintaining SFN synchronization if applicable.

Directional receive and transmit antennas provide isolation between input and output, preventing feedback. Physical separation and terrain shielding add further isolation. Total isolation must exceed the gain by sufficient margin (typically 15-20 dB) to prevent oscillation under all conditions including multipath and weather variations.

For SFN operation, the gap filler must maintain precise timing relative to the source transmitter. Delays in the repeater's processing must be known and compensated. GPS synchronization ensures the gap filler transmits at exactly the right moment to appear as part of the SFN rather than an interference source.

Translator Systems

Translators receive signals on one frequency and retransmit on another, avoiding SFN requirements and feedback issues. They serve as standalone transmitters in communities beyond primary coverage. Translators may receive source signals off-air, via microwave link, or from fiber connections.

Basic translators simply convert frequency without demodulation, maintaining analog or digital format. More sophisticated designs demodulate the received signal, perform error correction and signal processing, then remodulate on the output frequency. This regenerative approach improves quality but adds cost and complexity.

Translator power outputs range from milliwatts for very small coverage areas to kilowatts for regional service. Low-power translators use simple, inexpensive designs suitable for small communities. Higher power systems approach full transmitter sophistication with monitoring, control, and redundancy features.

Network Design Considerations

Deploying gap fillers and translators requires careful frequency planning to avoid interference with primary stations and other services. Translators on different frequencies than the source must use assigned channels without interfering with existing allocations. Power levels and antenna patterns must be controlled to serve intended areas without causing interference beyond.

Receive site selection critically affects system viability. The location must have adequate signal from the source transmitter, suitable terrain for the transmit antenna, and necessary isolation between receive and transmit systems. Site surveys measuring signal strength, multipath, and interference inform design decisions.

Monitoring and control systems range from simple status indicators to full remote control with automatic shutdown if performance degrades. Sophisticated installations include automatic gain control, signal quality monitoring, and alerts for failures or off-channel interference. These features minimize service interruptions and simplify maintenance.

Mobile TV Technologies

Mobile television delivery enables viewing on portable devices, smartphones, and vehicle-mounted receivers. Specialized technologies address the challenges of mobile reception including Doppler shift, rapid channel changes, and limited receiver power.

DVB-H and DVB-T2 Lite

DVB-H (Handheld) was designed specifically for mobile reception, using time-slicing to reduce power consumption and improve frequency diversity. Services transmit in bursts, allowing receivers to sleep between bursts and save battery. MPE-FEC (Multi-Protocol Encapsulation - Forward Error Correction) adds protection against burst errors from mobile fading.

Despite technical success, DVB-H saw limited deployment and has largely been superseded. DVB-T2 Lite profile offers similar mobile capabilities within the mainstream DVB-T2 framework, providing better integration with fixed reception services. The T2 Lite profile uses robust modulation and coding suitable for mobile channels while remaining compatible with standard DVB-T2 receivers.

ATSC Mobile/Handheld (ATSC-M/H)

ATSC-M/H adds a mobile service within ATSC 1.0 channels, using time-sliced transmission and powerful error correction. The mobile data resides in designated portions of the 19.39 Mbps transport stream, reducing capacity available for fixed services but enabling robust mobile reception.
