Regulatory Framework Overview

EMC regulations establish mandatory requirements that products must meet before entering regulated markets. The European Union's EMC Directive (2014/30/EU) requires that equipment neither cause unacceptable interference nor be unduly affected by interference. Compliance is demonstrated through conformity assessment procedures that may involve testing to harmonized standards, with results documented in technical files and declared through the CE marking process.

In the United States, the Federal Communications Commission (FCC) regulates radio frequency emissions under Title 47 of the Code of Federal Regulations. Standards Hierarchy and Application

Conducted Emissions Testing

Principles of Conducted Emissions Measurement

Conducted emissions testing measures the high-frequency noise that equipment couples onto power lines and other conductors. This noise can propagate along the power distribution network to other equipment, potentially causing interference. Conducted emissions typically dominate in the frequency range from 150 kHz to 30 MHz, though some standards extend measurements down to 9 kHz or up to higher frequencies.

Conducted emissions include both differential mode and common mode components. Differential mode noise flows in opposite directions on the line and neutral conductors, returning through the intended circuit path. Common mode noise flows in the same direction on both line and neutral, returning through earth ground. These two modes require different filtering approaches and may have different spectral characteristics. The measurement system couples the emissions from the power line to the test receiver without disturbing normal equipment operation. Proper LISN grounding is critical for valid measurements. The LISN ground reference plane must establish a solid RF reference that connects to the facility ground system and to the EUT ground reference. Ground connections should be short, wide, and direct to minimize impedance. The LISN ground reference plane effectively defines the boundary between the EUT and the measurement system.

Measurement Receivers and Detectors

Conducted emissions measurements require receivers with specific characteristics defined in CISPR 16-1-1. The receiver must provide calibrated measurement of RF voltage across the specified frequency range with defined bandwidth, detector functions, and dynamic range. EMI test receivers differ from spectrum analyzers in their detector characteristics and measurement accuracy, though modern spectrum analyzers may include compliant EMI measurement modes.

Detector functions determine how the receiver processes the measured signal to produce a reading. The quasi-peak detector weights signals according to their repetition rate, with higher repetition rates producing higher readings. Conducted Emissions Test Setup and Procedure

CISPR 32 Class B quasi-peak limits for the frequency range 150 kHz to 500 kHz range from approximately 66 dBuV at the low end to 56 dBuV at the high end, with the limit decreasing in a defined pattern. From 500 kHz to 5 MHz, the limit is constant at 56 dBuV. From 5 MHz to 30 MHz, the limit is 60 dBuV. Average limits are typically 10 dB lower. Radiated emissions testing typically covers the frequency range from 30 MHz to 1 GHz or higher, complementing conducted emissions testing that covers lower frequencies.

Electromagnetic radiation from electronic equipment originates from multiple sources. Current loops in circuits and cable assemblies radiate magnetic fields at low frequencies and electromagnetic waves at higher frequencies. Voltage differences along conductors create electric fields. High-speed digital signals with fast edges have spectral content extending to many times the clock frequency. Resonances in cables and enclosures can amplify radiation at specific frequencies. Understanding these mechanisms helps identify and mitigate emissions sources.

The measurement distance affects the relationship between source characteristics and measured field strength. In the near field, close to the source, the field behavior is complex and depends heavily on source geometry. In the far field, beyond a few wavelengths from the source, the field becomes a propagating electromagnetic wave with predictable behavior. Radiated emissions measurements are typically performed at distances where far-field conditions apply, allowing reliable extrapolation between measurement distances.

Antennas for Radiated Emissions Measurement

Antenna selection depends on the frequency range and field component being measured. Below 30 MHz, loop antennas measure magnetic field strength. From 30 MHz to approximately 200 MHz, biconical antennas efficiently receive both electric field components. For emissions testing, FARs eliminate the need for height scanning but require larger chambers to achieve far-field conditions at lower frequencies. Specialized chambers such as reverberation chambers provide alternative measurement environments for certain applications.

Radiated Emissions Test Procedure

The EUT is positioned on a non-conductive table at the specified height, typically 0.8 meters for tabletop equipment or on the floor for floor-standing equipment. Associated equipment connects through cables arranged in typical installation configurations. The EUT is configured for maximum emissions, which may require testing multiple operating modes. A turntable rotates the EUT through 360 degrees to find the azimuth angle producing maximum emissions.

The antenna position is optimized to capture maximum emissions at each frequency. Horizontal and vertical polarizations are measured separately. The antenna height scans from 1 meter to 4 meters (for 3-meter measurement distance) to find the height producing maximum field strength. The combination of EUT rotation and antenna height scanning ensures that maximum emissions are captured regardless of emission source location and polarization.

Initial measurements typically use peak detection and fast scanning to identify frequencies of interest. Final measurements at frequencies approaching or exceeding limits use quasi-peak detection with appropriate dwell time. The measured values, along with cable losses and antenna factors, calculate the field strength at the measurement distance. Results are compared against limits, accounting for measurement uncertainty as specified in the applicable standard.

Radiated Emissions Limits and Compliance

Radiated emissions limits specify maximum permissible field strength at a defined measurement distance, typically 3 or 10 meters. FCC Part 15 Class B limits at 3 meters are 100 uV/m (40 dBuV/m) from 30 to 88 MHz, 150 uV/m (43.5 dBuV/m) from 88 to 216 MHz, 200 uV/m (46 dBuV/m) from 216 to 960 MHz, and 500 uV/m (54 dBuV/m) above 960 MHz. Class A limits at 10 meters are approximately 10 dB higher. These limits differ slightly from CISPR limits, requiring attention when products must comply with both frameworks.

Harmonic Current Testing

Harmonic currents are current components at frequencies that are integer multiples of the power line fundamental frequency (50 or 60 Hz). Switching power supplies without power factor correction are particularly significant harmonic sources. The rectifier and filter capacitor at the input draw current only during the peaks of the AC waveform when the instantaneous voltage exceeds the capacitor voltage. This pulsed current is rich in odd harmonics, particularly the third harmonic. As electronic loads have become ubiquitous, the aggregate harmonic current on power systems has increased substantially, driving the need for harmonic current limits.

IEC 61000-3-2 establishes limits on harmonic current emissions from equipment with input current up to 16 amperes per phase. Harmonic Current Measurement

Harmonic Current Limits

Voltage Fluctuation and Flicker Testing

Understanding Voltage Fluctuations and Flicker

Voltage fluctuations occur when equipment with varying power consumption causes momentary changes in the supply voltage. These fluctuations result from current changes interacting with supply impedance. While small fluctuations are generally harmless, larger fluctuations can affect the operation of other equipment and, at specific frequencies, can cause visible flicker in incandescent and some other lighting types. The perception of flicker is particularly annoying and can cause discomfort or health effects in sensitive individuals.

Human perception of flicker depends on the magnitude and frequency of the voltage fluctuations. The eye is most sensitive to flicker at frequencies around 8.8 Hz, where fluctuations of only 0.3% can be perceptible. At higher and lower frequencies, larger fluctuations are required to produce visible flicker. IEC standards establish limits based on a flickermeter algorithm that weights fluctuations according to their perceptibility, producing metrics that correlate with subjective perception.

Equipment that causes significant current variations during operation requires voltage fluctuation testing. Examples include large motor loads that cause current surges during starting, heat pumps and air conditioners with compressor cycling, welding equipment with fluctuating arc current, and equipment with intermittent high-power operating modes. Flickermeter Measurements

IEC 61000-4-15 defines the flickermeter instrument that measures and evaluates voltage fluctuations. The flickermeter processes the voltage waveform through models that simulate lamp and eye response to voltage variations. The output is a statistical measure of instantaneous flicker sensation (Pinst) that indicates the instantaneous perceptibility level. Short-term severity (Pst) summarizes the flicker level over a 10-minute observation period. Long-term severity (Plt) averages multiple Pst values over extended periods.

The flickermeter includes several processing stages. The input adapter scales the voltage to a reference level. The demodulator extracts the fluctuation signal from the carrier. The test duration must be sufficient to capture all significant operating states and their associated voltage changes.

Voltage Fluctuation Limits and Compliance

IEC 61000-3-3 specifies limits for equipment with input current up to 16 amperes. The short-term flicker severity Pst must not exceed 1.0, which corresponds to the perceptibility threshold where 50% of observers would detect flicker. The long-term severity Plt must not exceed 0.65. These limits apply under normal operating conditions including any fluctuating loads that occur during typical use.

Additional requirements address relative voltage changes that could disturb other equipment even if they do not cause perceptible flicker.
